Current State

CPA Ontario is currently undergoing an Agile Transformation and has requested assistance to help advance this Transformation from its current state.

  • 300-350 people at CPA
  • 20-25 Projects a year of various sizes and complexities
  • 5-6 Projects are using an Agile approach

Recently, CPA Ontario has obtained support from Deloitte and is familiar with the value of 3rd party perspective, knowledge and experience.

CPA Ontario’s Challenges

CPA Ontario’s IT department is facing a number of mindset and system problems.

These problems include:

  • balancing a mix of cutting edge technology and regulatory obligations,
  • people resist empowerment,
  • everyone makes decisions slowly,
  • planning initiatives is challenging,
  • stakeholders review product work infrequently,
  • Product Owners fail to manage requirements effectively, and
  • team members make poor decisions due to a lack of transparency.

As a result of these problems, projects can revert back to waterfall methods, mindsets, and practices and ultimately, projects can fail.

CPA Ontario’s Desired Outcomes

CPA Ontario’s primary purpose is to protect the Public Interest. It does so by:

  • enforcing the highest professional and ethical standards,
  • providing guidance for Canada’s business leaders, and
  • supporting the continuing development of its members and students.

CPA Ontario’s membership rely on a regulator to provide its services in a timely, reliable, consistent and risk-free manner. In other words, Real Agility.

Specifically, in this proposal we will help CPA achieve sustainable transformation to reduce project risk.

Our Proposed Solution

Benchmark Solutioning and Trust Building (5 weeks. $45,000):

  • Real Agility™ Assessment and Playbook
  • includes Product Management Framework design and rollout strategy
  • includes customized development program for 2 Teams and their Management

Development Program for Management and Teams (20 weeks, $100,000):

  • customized Real Agility™ – Delivery Track and Management Track
  • includes Training for Team, Team Leads, and Business Leads (PO’s)
  • includes rollout of Product Management Framework for Product Owners

Initiative Planning for Agile Projects (20 weeks, $82,000):

  • increase the cadence from yearly to quarterly to monthly to continuously for Initiative Planning for projects
  • includes review of current Initiative Planning Process, opportunities and risk analysis, recommendations, improvements and monitoring

The Process

Real Agility Program – Benchmark Assessment

The purpose of this service is to understand current state in depth and create customized recommendations and roadmap development.

Step 1: Playbook Version 0.1 – Real Agility Assessment Survey and Analysis (RAASA)

  1. Real Agility Assessment (RAA) surveys are distributed to staff
  2. Staff respond to surveys
  3. BERTEIG and Client finalize interview and workshop schedule
  4. BERTEIG generates Playbook v0.1 based on survey data
  5. BERTEIG review of Playbook v0.1 with Sponsor and key stakeholder

Step 2: Playbook Version 0.5

  1. 1-on-1 interviews and workshops
  2. BERTEIG begins reviewing documentation and KPIs
  3. BERTEIG generates Playbook v0.5 based on interviews and workshops
  4. BERTEIG review of Playbook v0.5 with Sponsor and key stakeholders

Step 3: Playbook Version 0.9

  1. BERTEIG begins work on Playbook v0.9
  2. BERTEIG finishes scheduled interviews, workshops and documentation review
  3. BERTEIG generates Playbook v0.9 with Sponsor and key stakeholders
  4. BERTEIG conducts final opportunistic interviews and workshops (if any)

Step 4: Playbook Version 1.0

  1. BERTEIG generates final Playbook v1.0
  2. BERTEIG presentation of Playbook v1.0 to all stakeholders
  3. BERTEIG works with sponsor to create Executive Summary presentation

Step 5: Go/No-Go decision with Development Program for Management and 2 Teams

Development Program for Teams and Managers

The Real Agility Program Delivery Track is a systematic program for helping teams delivering work product (e.g. projects, products, operations) to achieve a high level of agility. We are also adding aspects of our Real Agility Program Management Track to help managers support their teams and this Development Program.

NOTE: the link above is generic. The following is how we are modifying this standard service to meet your needs:

  • this Development Program is customized based on the results of the Benchmark Assessment and Playbook version 1.0
  • includes Training for Team, Team Leads, Business Leads (PO’s)
  • includes rollout of Product Management Framework for Product Owners
  • includes the customized Development program for Management

The program for CPA Ontario consists of up to twelve steps and has some requirements to be effective:

  • Leaders support the team by removing obstacles to agility that are raised by the team in a timely manner.
  • The team size is a minimum of 5 people and a maximum of 11. Larger teams must be divided and each receives support in a separate Delivery Track.
  • The team members must collocated or to be able to meet virtually for the initial program steps during the facilitated sessions. Ideally, they will be collocated for all the program steps, but exceptions can be made.
  • The membership of the team must be stable over the course of the steps.

Each step of the program has a similar structure:

  • Start with reflection on the work between the program workshops.
  • Learn new techniques, concepts, skills.
  • Plan changes to the way the team works.
  • Go back to work and apply the learning to the business/technology work that the team is doing.

The twelve steps of the program will be customize for CPA Ontario. The generic program steps are as follows:

Generally speaking, the Real Agility Program Delivery Track allows each step’s workshop to occur every week or every two weeks. A longer cadence is not recommended.

The Real Agility Program Coach is available virtually “on-site” with the team enough to ensure that the team is applying the learning from each step into the real work environment, but not so long as to create dependence.

The program encourages frequent assessment of the team’s progress and this can result in reports about the team.
